The Institute for Veterans and Military Families at Syracuse University (IVMF) is excited to announce a Request for Proposals (RFP) for a Coordination Center to lead and manage a coordinated network of North Carolina’s Coastal area veteran and military family service providers.
The Institute for Veterans and Military Families at Syracuse University (IVMF) has endeavored for the past three years to convene and collaborate with service providers and organizations from the public, private, and nonprofit sectors in various communities around the US to established community-driven solutions that collectively ensure that veterans get the resources they need to sustain a healthy and economically-viable quality of life. The goal of this collaboration is to help facilitate a successful transition and stabilization, and access to benefits and services to for veterans and their families. This effort kicked off in the New York City in 2013, and has expanded to include North Carolina’s Metrolina and Triangle regions, South Carolina’s Lowcountry region, as well as Pennsylvania’s Greater Pittsburgh region.
IVMF is currently further expanding this effort to North Carolina’s Coastal region. Through the pilot demonstration of the NCServes—Coastal Veteran and Military Families Coordinated Network, IVMF and providers in that community have strived to more effectively and efficiently connect public facing and service sector providers from the public, private and independent sectors to develop a single point of entry for veterans, service members and their families, to access a Network of services, resources and care. For example, a veteran or their family member could access housing services as well as other needs such as employment and education – all within a single managed care Network. Ultimately, NCServes—Coastal is both a digital platform and coordinated service network for veterans, service members and their families with comprehensive referrals, counseling and benefit supports.
Through coverage mapping, planning, and analysis of the NCServes – Coastal veteran and provider landscapes, IVMF has identified approximately 45 service providers that adequately cover the spectrum of the leading social determinants of well-being supporting service members, veterans’ and their family members’ needs (e.g., employment, housing, legal, mental health, etc.) within the North Carolina Coastal region for the duration of 24 months. As demonstrates in experience in other already established networks, this an adequate size and timeframe to effectively measure the NCServes – Coastal network results and maximize its potential.
In order to maintain the aforementioned veteran service delivery improvements, IVMF and key network stakeholders will select a Coordination Center, which will serve as the backbone organization that is responsible to ensure the quality, accuracy and timeliness of services and operations within the North Carolina Coastal region. Through its offerings and capabilities, the Coordination Center will leverage and exemplify the design principles of collective impact to organize and lead an effective coordinated network.
The Coordination Center works in partnership with the public sector (e.g., city, state, Veterans Affairs (VA), Department of Defense (DoD) and the North Carolina Department of Military and Veterans Affairs, consumers (veterans, service members and their families), and providers throughout the North Carolina Coastal region to continuously improve the quality, efficiency, offering, and accountability of piloted veteran programs and services, and the experience for the network’s users. Utilizing a pre-selected technology platform, Unite US, it administers a managed care, services and resources system, incorporating focused and continuous quality improvement, consumer education, services and resources coordination and analysis, technical assistance, data gathering, analysis and reporting, on-site and remote provider trainings, outreach, and other activities in support of the NCServes—Coastal network’s goals.
IVMF is accepting proposals to design, develop, operate and maintain the NCServes—Coastal Coordination Center. This will be an open and competitive process; the purpose of this RFP is to provide a fair evaluation for all candidates and to provide respondents with the evaluation criteria against which their proposals will be assessed.
