Implementation Review of Presidential Executive Order 13518—The Veterans Employment Initiative

Purpose

In collaboration with the U.S. Office of Personnel Management, the IVMF is leading an independent assessment of the federal government’s implementation of EO13518 over its seven-year life span. The goal of the study is to consider the efficacy and impact of the initiative, identify successful practices and implementation strategies, areas and opportunities for improvement, and to offer recommendations to senior policymakers and agency leaders on how best to position the initiative for future success.

Approach

The study follows a multi-method research design involving analysis of government records, federal employment data, in-depth interviews, and targeted surveys, aimed at answering the following questions:

  • How have the Council on Veterans Employment and its participating federal agencies implemented EO13518 since its inception?
  • What are the key lessons learned of the Veterans Employment Initiative (VEI)?
  • What can the next administration do to improve, sustain, or further institutionalize the intent of VEI across the federal government?
